United African Institute of Technology (UAIT), based in Kigali, Rwanda, and Sejong Cyber University, based in Seoul, Korea, signed a memorandum of understanding for academic cooperation on 29 October 2026. The agreement was signed by UAIT President Chang Ki Lee and Sejong Cyber University President Koo Shin.

The MOU establishes a framework for the institutions to explore international academic cooperation on the basis of equality and reciprocity. Its stated purpose is to support sustainable partnerships and mutual understanding between the two institutions, while identifying practical opportunities for future collaboration.

A framework for exploring cooperation

Potential areas identified in the agreement include student exchanges for research or study, joint research, continuing education, and the exchange of educational materials and academic information. The institutions may also explore joint degree programs. These are areas for consideration under the framework; the signing does not itself launch an exchange, research project, continuing-education offering, or degree program, nor does it guarantee that any such activity will take place.

Any specific activity is to be developed through a separate agreement mutually agreed by both institutions, setting out its objectives and expected outcomes. Academic and financial arrangements for any study-abroad activity would likewise be agreed separately. The MOU does not promise funding, scholarships, or financial support to students or either institution.

Five-year term

The MOU takes effect from the date of the last signature and remains in force for five years. The institutions may extend it if they agree in writing. This term provides a period in which to consider and, where mutually agreed, develop more specific cooperative activities.

The agreement connects two institutions in different regions around a shared interest in academic exchange and institutional cooperation. Its reciprocal framework emphasizes mutual understanding while leaving the design, objectives, outcomes, and arrangements of any future initiative to be set by both parties in separate agreements.

What the MOU provides: a five-year framework for the institutions to explore cooperation. Any program or activity—including exchanges, research, or joint degrees—requires further mutual agreement and, where applicable, separate academic and financial arrangements.
